The film centers on a large construction company attempting to take over an orphanage's territory. The director of the orphanage, supported by the children, battles to preserve their home against the aggressive tactics of the construction company's head, Borisov.

Borisov's plans are complicated by the involvement of Polunin, a professional hired to resolve issues, and Chizhikov, a careerist who employs bandits to further his aims. However, the bandits' actions only create more chaos, impacting Borisov's objectives. Meanwhile, Polunina, who has deceived her way into a teaching role at the orphanage, begins her own subversive efforts.
