The film follows Katerina Petrovna, who unexpectedly becomes the acting mayor after the current mayor falls into a coma. Originally a tequila girl, Katerina is thrust into a role she's unprepared for. Her initial plan is to enjoy her newfound status, but her perspective shifts when she meets Sergey, a dedicated young doctor.

As Katerina navigates her new responsibilities, she is motivated by her feelings for Sergey to improve the provincial city she now oversees. The comedy unfolds through her attempts to bring a taste of capital city life to Lisyegorsk while balancing her personal growth and the challenges of governance.
