The film unfolds on March 11, 1836, during the seventh year of Tenpo. It tells the story of Bennō, a monk who becomes embroiled in scandal after his love for a geisha, Oshima, is exposed in public. This incident occurs alongside an extravagant procession led by another monk, Nikkei, who is orchestrating a plan to elevate his sister to a position of power within the Shogunate.

As the narrative progresses, Nikkei's ambitions are revealed as he colludes with Nakano Harima-no-Kami to make his sister, Miyoshi, the Shogun's mistress. To finance this endeavor, he accepts bribes from a corrupt merchant, Koya Bunzo. The intertwining of personal desires and political machinations paints a vivid picture of the era's complexities.
