A Quiet Little Town

The story revolves around a government minister who has a car accident while traveling to a wedding in a remote village. The local county hospital faces a dilemma, as it lacks the authority to operate on a minister. The county commissioner desires to carry out the procedure for the prestige it would bring but cannot proceed without the entire county committee's approval.

As complications mount, the hospital director is reluctant to take risks after filling his quota, further complicating the situation. The minister's wife is unreachable due to a two-day advance booking requirement for telephone calls to Hanoi, and the option of arranging a helicopter for transportation remains off the table.
