Blake & Mortimer: The Yellow M

The film takes place in Europe in 1941, where Nazi Germany develops the Omega Wave, a weapon capable of mind control. MI5 Captain Blake and physicist Mortimer team up to destroy this threat, but the weapon is thought to be lost after a lab explosion. Twelve years later, in 1953 London, a series of unexplained deaths occur, leading to the resurfacing of the Omega Wave and a shadowy figure known as 'M'.
