The film follows a hotheaded Alaskan customs agent played by Sean Patrick Flanery, who teams up with a coldhearted Soviet agent, portrayed by Ursula Karven. Together, they aim to capture a rogue Russian general, played by Arnold Vosloo, who is involved in the sale of a deadly nerve gas shipment.
