Sure Death! Brown, You Bounder!

The story follows Tanaka, an incompetent cop sent to Kyoto after the Shogunates' greatest secret is stolen. His mission quickly spirals out of control as he is accompanied by his even more inept assistant Mondo, who is unknowingly the leader of a gang of revengers.
