The film follows Himuro and Tamura, who are on a mission to advance into Osaka while honoring their bosses. In the midst of this power struggle, the Yamatokai tries to eliminate the remnants of the Shintokai, leading to a declaration of war from the Kyowakai.

Kudo, the second-generation boss of the Kyowakai, takes advantage of the chaos and launches a full-scale assault on Osaka.
