Set in Vienna in 1913, V13 follows Hugo, a young man from a wealthy family, who seeks help from Sigmund Freud regarding his troubling feelings towards Jews. The film delves into the psychological and societal issues of the time, showcasing Freud's pioneering theories of psychoanalysis. Hugo's journey intertwines with that of Adolf, a struggling artist fixated on vegetarianism and German nationalism, highlighting the early roots of Nazi ideology.

Alan Cumming delivers a notable performance as Sigmund Freud, adding depth to the portrayal of these historical figures. Although filmed in contemporary New York City, particularly in the Bronx, the film aims to reflect the ideologies emerging in early 20th century Europe. The screenplay is adapted from a play by Alain Didier-Weill, who previously collaborated with the director on the award-winning film The Caller.
